Don't render the `Notes` column in reports if data in `Notes` is completely empty

Currently there is a Notes column which lets you add custom notes when a report is generated. Ideally if there is no data in the Notes column then we should skip rendering the column at all because as of now its just created wasted space (i.e. you have an entire vertical Notes column with no data inside of it).
