Mute from webpanel not working

What are the steps to reproduce this issue?

1. Place comms MUTE on a player from webpanel

What happens?

The mute gets added successfully on the panel, the server itself also receives the following message:

If I look into the "View Punishments" ingame, the client is also not listed there (yes the client is online and he can still use chat).

When I delete the mute, it even says he's not muted in console:

What were you expecting to happen?

Player should be muted

Any logs, error output, etc.?

There are no errors

The problem still remains. I have the same problem. Apparently there is no solution yet. I found out that it only works when the player restarts the game.
