How to add a solution?

I tried right clicking the solution and going to TSVN/Add and it gives me an error. Saying its not part of the working project. I added the solution folder to Tortoise. Not really familiar with Tortoise always used AnkhSVN.

Sounds like the TortoiseSVN client tools are not installed...
