Expected to focus but got raise

1. Open Arc window
2. Open Finder window over the Arc window
3. Move mouse onto Arc window

Expected: Arc window is focused but the Finder window remains above the Arc window

Actual: Arc window is raised above the Finder window

I got this problem as well. Even when I tried to add Arc to ignoreApps list, it still raised.

@samholmes I have investigated this. The problem is not with AutoRaise but with Arc. For some reason it decides to raise itself when only being focused. Another example of an application doing this wrong is IntellIJ.
