Photoshop raises window if an image is open

Weird issue. I have settings set to focus on hover but not raise. It works on photoshop too, just not if I have an image opened. Here is a video. https://share.cleanshot.com/dvYbvl8Q

I think this happens because the image element might not support the Accessibility API. As such, AutoRaise uses a fallback method to determine the element underneath the mouse and activates the entire process (as there is no other way of doing it). This theory can be tested by commenting line 337 (activate) in the fallback method.
