Build code needs to distinguish experimental packages

So here i was thinking, of just having an option, that basically preselects the packages to be compiled into. Something like -DLIBSBML_PACKAGES="stable|experimental". iff that is set to experimental then the name for the python / r bindings will be changed to experimental.

it still needs the automatic package selection for R and the source packages. This has not yet been done.
