Refactor NPE_A_MDN class structure

NPE_A_MDN inherits from ConditionalDensityEstimator directly, but is located in the trainer.npe.npe_a module.

Either it should inherit from PosteriorEstimator like the other NPE methods, or it should probably be renamed and relocated into the estimators module.

For whoever ends up tackling this. #1042 contains some work on this that might help. Would make sense to tackle this together with #989
