What about adding Ubuntu 22.04 as supported?

@kilianw can you check, if you're seeing the same as reported by @dwest-galois ? Tests are working fine on CentOS 7 and I'm confused, how's that possible.

I don't see a good way to solve this issue. `content` is just a string. I don't see any way to escape just the group part within it.
@deric LGTM but I'd prefer, to have separate PRs for using hiera and the defaults part. Easier to spot any issues in each part.
