Transformation applied even if config files are not changed

MSBuild have a nice feature - if source files are not changed, the target binaries is not compiled (and 'creation date' metadata is not changed). This allowed us to track that some projects have a changes that should be published to target hosts.

But SlowCheetah apply transformation event if config files (main and transformation) are not changed. I think if you could realize the same behaviour as MSBuild - doesnt change target config in case when source config files are not changed it would be great.

Great idea. If anyone out there want's to implement it I will provide guidance & review/merge the PR.
