Right now only owner and super admins can edit vulnerability data (except timeline, but it will be fixed soon). The point is that it is a good idea to allow outside contributors add more info into vulnerability. Need to think of a nice approval mechanism basing on ratings.

They can leave comments and owners will get notifications. That's it. No need to overcomplicate

Will go by another workflow:

1. New contributor adds a comment to vulnerability
2. Owner adds this contributor to vulnerability (not implemented yet)
3. New contributor edits the vulnerability

Another way: allow users to propose contributions and list them in separate list (as history) and owner can patch it
