I Can't specify report config in spotless setup

Expected behavior

Specify report config in spotless step

Environment information

• diktat version: - (managed by spotless)
• build tool (maven/gradle): gradle
• how is diktat run (CLI, plugin, etc.): spotless-plugin
• kotlin version: 1.5.30
• operating system: macos

that can be a big problem for us, but can be fixed partially in https://github.com/analysis-dev/diktat/issues/1179
