Before upgrading, users are expected to visit the Arch Linux home page to check the latest news for any breaking change and/or manual intervention required. This PR add -n (--news) option to display new news from the Arch Linux homepage. News is considered new if it is newer than the build date of all native packages.

No, I've been testing this code for 3 weeks, and on my environment, I don't see any issues at the moment. Have you tested it on your side?

@jlaunay I moved to another country, used a different environment for a while, did you find it stable? I could merge it after solving conflict.
