Complete main README links for .NET documentation

There are links in the main README to the README files for each language binding, as well as to appropriate sections for building/installation and testing. The .NET sections are missing a few of these sections currently and links/sections should be updated as needed.

Is there any progress on this? Is the C# version of the library in a state it can be released? We would really like to use that if possible.

Hi @jjathman . Due to a bunch of random reasons working against me, I have not been able to finish the C# version 😔 I'm blocking off a week at the end of August to get this up to speed and released. Stay tuned and thanks for your interest.
