The latest version (v3) on arXiv is not available

Just want to bring to your attention that the latest arXiv version (v3) is not available. Any possibility of seeing the v3 published again?

Hi @XiaomoWu, we unfortunately encountered some serious bugs with the decoding of our encoder-decoder models, which invalidate a large portion of the evaluation results. We therefore decided to play it safe and retracted our paper until we can fix the issue. In the meantime, we are still confident in the correctness of our tagger models, so feel free to let us know if you have any particular questions about this one.
