Add translation for Russian

Hi! I started translating. I looked up issue 118. It's from 2019. And since the translation still doesn't exist - I'd like to finish it and send a pool requester. I've already started. I hope to finish it as planned.

As discussed by email, I'm starting the translation based on existing one
What do you think about such workflow:
- Store translations in main repository (not in forks like now)
- Create PR in order to check progress and ask for reviews
- Close duplicated issue for translation

Agreed wrt storing the translation in the repo, it gives more control and makes future updates easier.
We can make fork and create a PR using that while you're working on it so that people can review it on an ongoing basis. Once it's finished I'll merge it to the repo.
