ISSUES: Simple resolve tag enhancement

1. A new option "Resolve tag automatically sets status: <Status tag>" per projects. ([Disabled | <Status tag>"])
2. when activated simply set this status tag automatically as soon as the user sets a resolve tag.
3. When activated then prevent closing the issue when no resolve tag is selected.
4. Only developers/managers/admins can set the resolve tags. This should be permanent which means we could remove the access role limit from the resolve tags.
