[BUG]: no bulk action toolbar

Describe the bug When selecting one or more rows in the roles table using the checkboxes, no bulk action toolbar (e.g., delete or change status) appears. The selected state is tracked, but the UI does not reflect the availability of bulk actions.

To Reproduce Steps to reproduce the behavior:

Observe that the bulk action toolbar (with delete, status change, etc.) does not appear
Expected: A toolbar should appear above or below the table offering actions for selected rows

Expected behavior

A bulk action toolbar should appear (typically in place of or above the existing table toolbar)
The toolbar should include relevant buttons like Delete, Change Status, etc.
