Add bower config file

Add a configuration file for Bower (http://bower.io/), so that applications and libraries can specify a dependency on this project.

After merging this PR to master, you'll need to tag master with version "0.9.0" as follows:

git tag v0.9.0
git push origin master --tags

Once this is complete, I can complete the Bower registration for this package.
