@ljoseph21 and others: There will be a ["fix"](https://github.com/notepad-plus-plus/notepad-plus-plus/commit/1364b199b4eff3aa2bdc370e6adf6d6186576218) released in Notepad++ 7.9.3 which hopefully improves this.

Does this setting have any effect?: 
It's really all controlled by Scintilla; not directly controllable by Notepad++.
Notepad++ already has numerous ways to logically group tabs, e.g. "projects", "sessions", "folder as workspace", "favorites" (via plugin), and probably more... so I doubt such a thing as "tab groups"...
Some interesting ideas for "pinned tabs" and other tab-related things in #9699. Not exactly the same as "groups" I guess, but somewhat related as possible future features.
