feat: (IAC-1401) Updated az CLI version to remediate the security vulnerabilities

Updated the provider binaries to remediate the security vulnerabilities caught by the security scan tool.

• Azure CLI 2.57.0 -> 2.59.0
  • updated to latest version, not a breaking change
