Dart CLI: Load plugins from the command line

As in #148, it would be very useful to be able to load custom importers and functions from the command line, without forcing users to write their own executable entrypoints that provide these via the Dart API.

This is blocked on https://github.com/dart-lang/sdk/issues/10530.
