Sync Firebase Database with Cloud Storage bucket

Right now the Firebase database for the frontend updates only when an image is uploaded through the crowdsourcing UI. Ideally it'll be synced with the AutoML Cloud Storage bucket so that it's up to date with any images uploaded to the dataset
