OCPI EMSP Locations module listed in endpoints but returns "not implemented"

When I get http://localhost:9090/ocpi/emsp/2.1.1/, it lists locations as an endpoint (tho it does list it at https, and I am accessing via http)

When I get http://localhost:9090/ocpi/emsp/2.1.1/locations/, it returns 501, says the endpoint is not implemented, and status code 3000.

I see code that looks like it implements the locations module for emsp, and it looks like the routing on that endpoint was changed a few months ago. Is this is a configuration issue/user error on my end, or is it possible that the routing has changed from what is advertised in the endpoints listing?

(Unlike the EMSP locations endpoint, I am able to access the CPO locations endpoint, though it does not list any of my EVSEs)
