MeterValues not activating the consumption's task

we receive meterValues regularly (every 60 sec) in the logs but the graph only shows one point once the charge is finished.

it appears that the consumption action is not being triggered until the end of the charge.

tested on the QA testcharger tenant. Transaction id 858523846 for example
