OCPP Command ReserveNow - Adapt the endpoint to allow passing the Visual ID

The reserveNow command cannot be used as is because the expected RFDID parameter is not visible to users with role 'BASIC'.

The logic of the reserveNow endpoint must be aligned with the other ones. A basic user should be able to reserve a charging station by passing a Visual ID of his card (instead of the RFID).
