Adding HEIF Support

I am about to push another library with HEIF (HEIC/AVIF) support. I would be happy to port my code. A few questions:

  • Are you taking contributions?
  • Are there any guidelines or instructions? Currently my stuff is readonly, is write a requirement?
  • Is anybody else actively working on this? I saw something that looked like @mvysny had already had something working in PhotoCloud, but it appears to be closed source.
