chore: use catalogs to handle deps

Use the new Catalogs feature to handle deps. The pnpm up command, and Renovatebot AFAIK, doesn't yet support it. But it will, and I'm fine with bumping these manually until then. It's very annoying to handle mismatches and PRs regularly struggle with this.
