Y24-405 - add management features for the faculty sponsor list

The faculty sponsor list here shows all the people who have been added to this list. Faculty members come and go yet the list available to SSRs when creating a study only becomes longer. Currently there are 136 people on the sponsor list and yet the 'official' list shared to customers has only 63.

It would be useful if previous faculty members, no longer associated with the institute, could be flagged as inactive and then not made available for selection as a Faculty Sponsor.
