Y24-226 - Test Sequencescape and Limber setup

Describe the Housekeeping Test the local setup of the Sequencescape and Limber development environments from scratch, and document any quirks in the readmes.

The Limber readme was improved recently - https://github.com/sanger/limber/issues/1709 - but despite this, @wendyyang and @sabrine33 have had trouble setting up their environments, and @andrewsparkes has had trouble with his javascript environment.

It is worth waiting until the Node upgrade is finished before attempting this story.
