User story As R&D we would like a new manifest template type for ANOSPP WGS that prevents use of the H12 well. This is so the lab can use the well for an untracked control.

Acceptance criteria To be considered successful the solution must allow:

• [ ] new plate sample manifest template which can be used to create sample plates for WGS submission
• [ ] H12 well must be empty on upload, any or all other wells can be filled
• [ ] created plate can be submitted for WGS library prep (current config uses 'LB Cherrypick' plate purpose as the start of the pipeline, but SSR likely makes a standard Stock plate then fake cherrypicks that into an LB Cherrypick)

Additional context For the H12 empty validation we will probably need a column that's a 'specialised field' type with a validation. Ideally name the template something generic like 'plate_with_h12_empty' so it's not specific to ANOSPP. Same with any validation message.

As we are using standard WGS here which already has an integration suite test, I don't think any integration suite changes are required. Some unit test(s) for the H12 validation would be good.
