Describe the Housekeeping As developers we need to update Ruby version from 3.0 to 3.2 because the support for the version 3 will end on 31st March 2024.

Blocking issues DPL-936-2 [Sequencescape] Update Rails version to 6.1

Additional context The version 3.1 is acceptable based on managing Rails version and dependencies.
