DPL-930 [Research] Evaluate what is needed to upgrade Sequencescape to Rails 7

Description As PSD developer I want to evaluate what it would require to upgrade to Rails 7 because we want to keep up to date with latest security fixes and improvements of the project to avoid risks.

Aceptance criteria

• [ ] Check what would be required to perform the upgrade of Rails 7
• [ ] Create a plan and a group of required stories to help in the transition.
