DPL-770 Bioscan - Add H12 validation to Bioscan sample manifest

User story As R&D we would like to prevent controls other than the 'lysate negative' control being added to well H12 on LILYS-96 Stock and LBSN-96 Lysate plates.

Acceptance criteria To be considered successful the solution must allow:

• [x] bioscan sample manifests must validate that well H12 cannot contain pcr positive or pcr negative controls, only lysate negative controls or samples
• [x] lysate negative controls (if present) can only be in H12 (confirm with R&D)
• [x] if the user attempts to upload something that goes against these rules they should get an upload error indicating the problem

Additional context The lysate negative control is added to the plates via the sample manifests, ie. it is not physically added by the Beckman robot like with the pcr controls.
