DPL-660 Bioscan - Create Bioscan Sample Plate Manifest

User story As Liz H I need a new Bioscan version of the sample plate manifest for input of Bioscan samples into LIMS. This sample information to be used later in the pipeline to generate the mBrave file required for de-plexing the data after sequencing.

Acceptance criteria To be considered successful the solution must allow:

• [x] create new plate sample manifest and display link in Sequencescape UI
• [x] upload of relevant sample level information for Bioscan samples
• [x] inclusion of additional control sample options
• [x] Visualisation of controls in limber
• [x] validation of control supplier sample names
• [x] check for later accessibility of the sample information as required to build the mBrave file

Additional context Initially these samples will come in at the Lysate plate stage (purpose LBSN-96 Lysate), but once the new automation is in place will be at the earlier step for the Insects in Ethanol plates (purpose LILYS-96 Stock). For the Lysate plates the manifest will need to include custom values for sample control types (PCR +ve, PCR -ve and Lysate -ve) and validation of control Supplier sample names (need to start with CONTROL_)
