DPL-499 New extraction tube manifest

User story As a Sample Management user, I would like there to be a new, separate manifest type for extraction tubes, so that the 'Retention instructions' field can be added to this one (and not any other tube ones), and made mandatory. This is to enable import of the retention information upfront, so that it can later be transferred to the stock plates once these are created from the tubes.

• [ ] Otherwise identical to the 'Default Tube' manifest
