DPL-465 [BUG] isdnc_countries table was empty

Describe the bug The table isdnc_countries was empty and that caused that country of origin was not being populated in manifest generation (rt758398). The class that controls this is: https://github.com/sanger/sequencescape/blob/develop/app/models/insdc/country.rb Something has cleared all records in the table.

The procedure of running the task re-creates the contents of the table: bundle exec rake insdc:countries:import

However the cause of why this happened needs to be found and solved.
