DPL-170 SS API v2 API key (S=M, V=4)

User story As a developer I would like a new API key to be created for every application that sends requests to SS v2 API.

Acceptance criteria To be considered successful the solution must allow:

• [ ] There will be on new code, per application, per environment
• [ ] Codes will be stored in api_applications table
• [ ] For every request to the API, the middleware layer checks the API key is present and exists in the table
• [ ] Update any users of SS v2 API with the new API keys
