DPL-024-c [BUG] non-Heron data fix for sample manifest stock resource problem

Describe the bug Split out from https://github.com/sanger/sequencescape/issues/3236 as there is investigation happening into whether the stock_resource records should also be updated for CGaP and FluidX barcodes.

Liz C was looking into FluidX (mostly Tree of Life), and David into CGaP ones.
