[Feat] Add link feat inside todo files to other files & lines

Sublime has a plugin that is very much like this one, one of it's features involves to be able to create a link in the TODO file to another file in the file system, for example with absolute or relative paths, and on click it should open such file in given line number if any.

That was an awesome feature, because i can make a TODO and link the related file and line for such TODO, so if i or someone on the team decides to tackle such TODO then they can use that link to know where to start.
