Create an ASP .NET Core stack

A friend of mine is interested in potentially packaging a .NET Core app for Sandstorm. I know @pgrm tried to do this before and ran into some issues like https://github.com/sandstorm-io/sandstorm/issues/1582 (also https://github.com/dotnet/runtime/issues/2534) and #144

Unfortunately, a referenced test repo doesn't exist anymore, so I may need to start from scratch with https://dotnet.microsoft.com/learn/aspnet/hello-world-tutorial/install which does helpfully have install instructions for Debian 9.
