Add tap info to vm info command

Currently there is no way to view tap info (e.g. mega_tap101,megatap102 etc.) via phenix. This info should be optionally available from the phenix vm info <exp name> output.

Additionally, if this info (and basically all runtime info from minimega -e vm info ... was available in the experiment json, that would be very helpful to user apps so they wouldn't have to issue minimega commands themselves.
