WebSocket client continues to query for screenshot after experiment is stopped.

Once an experiment is started and a user navigates to the running experiment page, the WebSocket client starts polling minimega for VM screenshots every so often. However, it continues to do so even after the experiment is stopped.

Ultimately, the WebSocket client needs to be more intelligent about whether or not anyone is actively needing screenshots and/or whether or not the experiment screenshots belong to are still running.
