Test Suite Hangs Immediately on OSX with "binders" Topology Config

It appears there's some kind of startup issue with the binders topology config on OSX.

Actually I have an example of it doing this with the hwloc topology config too. Currently it looks like it's OSX with the sherwood scheduler and assertions off and any kind of hwloc-based topology detection that can trigger it. It seems like an intermittent error though, so I'm not entirely sure yet.
