Writing restart files and enabling output on the global iteration

As both a user and developer, I would like to have the ability to write restart files and then output solver (and state information) on the iteration. This would be helpful to understand the source of numerical instabilities in the iterative process.

The primary use case is supporting really large crystal plasticity simulations with many millions of DOFs. It seems like we should be able to dump the 'state' on demand and work on the infrastructure of initializing state.
