Proxy deposits cannot be edited by the designated user

Descriptive summary

In Sirenia, proxy deposits do not grant edit ability to the work for the designated user selected.

Steps to reproduce the behavior in User Interface (UI)

See also the QA testing steps in W_1.15.

1. Login as basic_user, and assign another_user as a proxy
2. Login as another_user, and create a new work
3. Under Proxy depositors in the Save Work sidebar, select basic_user as the user you are depositing on behalf of
4. Login as basic_user and go to Dashboard > Works
5. Locate the work that was deposited by another_user
6. Click on the work and observe that you cannot edit it, only view it
