Converting to draft to resolve the migration issue Kirk is experiencing, on hyku directly (i35 branch) and on hyku up (which points to i35). This work is included in i35)

@kirkkwang @laritakr do either of you know what the latest for this PR is? Did this get solved for Mobius in a different way? The ticket is closed, but I don't see another related PR

@bkiahstroud I'm not sure, I've added LaRita to your tag since she and Kirk were the ones who worked on Mobius. I believe they created a new work type just for the Mobius tenants.

I think the decision was just to not do it, as far as I remember. It wasn't working correctly, so we just set the available work types on the tenant's config.
