Feature: Allow drivers to be available only for certain users

In ScholarSphere we only allow access to the FileServer driver for administrators.

We accomplished this fairly simply by overriding the providers list: https://github.com/psu-stewardship/scholarsphere/commit/93d1731

Would this configuration option be useful to others?
