Proposal to change maintainers

I propose to change the list of maintainers of this repository,

In particular, I would like to suggest that since @jacarey is no longer an active participant, (last action: May 2, 2018), he be replaced by @pshapiro4broad as maintainer.

While we're on the topic, @cmnbroad has been the defacto maintainer of the cram code for the past several years. It would make sense to make him a maintainer as well. (although then we'd be in the unfortunate situation of having an even number...)
