Allow clients to suggest a data block size

We may wish to add a mechanism to allow clients to provide a suggested data block size to the server, to enable some control over the maximum size of the contents of the urls list in the returned ticket.

[This issue was previously listed as a “possible future enhancement” within the htsget specification text itself.]
