Validate 6.2.1 fix in 6.1

To get 6.2.1 working I modified the global flow to change several things with how index-patterns are created. I need to verify these changes work with 6.1. 5.x should be fine as it was on the other side of some of else logic.

Okay I've actually done a lot more work on the global flow. It seems that the index patterns don't work unless there is also a .kibana/doc/config:{{version}} record with a defaultIndex pattern set.

I've updated the global flow to create this only if it doesn't exist. But it is quite likely that I/Matt need to make further updates for previous version.

probably also need to change this to where it is a doc level update when the record exists, but the defaultIndex pattern doesn't.
